RSVP

The CDE will identify approximately 10 percent of LEAs that will annually take part in the RSVP. All LEAs selected for RSVP will be assigned form 1. The purpose of this process is for ETS and the CDE to collect statistical item analyses for the Initial ELPAC, as well as to conduct a comparison between the results provided by LEAs and the results determined by ETS.

After local scores for the Writing (K–2) and Speaking (K–12) domains have been entered in the DEI, these identified LEAs will be asked to submit their scannable Answer Books for students in K–2 to ETS. Only identified LEAs will receive Pre-ID labels and precoded GISs to return scannable Answer Books.

ETS will score only the Writing domain to compare with local scores in the DEI (for K–‍2) and the THSS (for grades three through twelve).

For each subsequent year, a new group of LEAs will be identified by the CDE to take part in the RSVP. The RSVP list of LEAs will be posted on the RSVP and Second Scoring for the Initial ELPAC web page annually prior to the Initial ELPAC AST in April.

Each LEA that is a part of the RSVP will receive a comparison report that will be available in TOMS.

Form 2 Second Scoring

For the 2024–25 administration only, there are select LEAs assigned Form 2 that have been chosen as a part of the Form 2 second scoring group that only pertains to completed kindergarten Writing domain assessments. Similar to the RSVP group, the Form 2 second scoring group must submit their scannable kindergarten Answer Books to ETS after local scores for the Writing domain have been entered into the DEI. Only identified LEAs will receive Pre-ID labels and precoded GISs to return scannable Answer Books. This will allow the CDE and ETS to collect statistical item analyses of the Form 2 field test items for kindergarten, as well as to conduct a comparison between the results provided by LEAs and the results determined by ETS.

What follows in table 1 is a comparison of the additional materials and steps for LEAs participating in the RSVP and second scoring versus materials and steps for LEAs not participating in the RSVP.
