How to Submit a STAIRS Case for an Appeal

A coordinator should take the following steps to file an Appeal:

  1. Document and submit an irregularity or test security incident by submitting a STAIRS case in TOMS. Users will be prompted for information. The screen includes the option to manually enter or securely upload a spreadsheet containing the SSIDs of the students involved in the incident. Do not include student names, only SSID numbers. (The step-by-step processes for submitting a STAIRS case in TOMS are described in the STAIRS/Appeals topic of the CAASPP and ELPAC TOMS User Guide.)
  2. If the case is eligible for an Appeal, the system will prompt the user to file an Appeal. If the case is not eligible for an Appeal, the system will notify the user.
  3. The Appeal will be processed within four business days of its receipt; coordinators will receive notification from TOMS when a decision has been made.
