Administration Error

Not Appealable (For All Except the CAASPP PPTs)

One of the following conditions occurred in any test (except for a CAASPP PPT):

  1. Preparing for the test inappropriately or incompletely
  2. Leaving related instructional materials on the walls in the testing room (Please note that this was recently reclassified as an irregularity.)
  3. Failing to ensure administration and supervision of computer-based tests
  4. Giving incorrect instructions that are not corrected prior to testing
  5. Sharing username or password (via email or otherwise) with other authorized users
  6. Allowing students to continue testing beyond the close of a paper–pencil testing window

Appealable (For the Initial ELPAC Only)

For the Initial ELPAC Speaking domain’s student responses (DEI and TDS), the test examiner did not score the student’s Speaking responses in real time and cannot determine scoring based on the information available.

Technical Issues

General Issues

  • A disruption or technical issue such as an internet outage, fire drill, schoolwide power outage, earthquake, or some other act beyond the control of the test examiner did result in the expiration of the 20-minute pause rule. Note: If the test is still in a paused status, having the test examiner open a new test session may be all that is needed for students to continue testing.
  • Audio was not heard or was partially heard by the student and cannot be replayed.

For Remote Test Session (Initial ELPAC)

There were technical issues that resulted in the disruption of the mandatory video connection.

Student Disruption

General

Student(s) made distracting gestures or sounds or talked during the test session, creating a disruption in the test session for other students (applicable for all assessment types); or student(s) left the room or disrupted the test session (applicable for the CAASPP only).

Data Entry Interface Error

Writing Kindergarten Through Grade Two ELAS Changes

The student(s) is no longer eligible for the Initial ELPAC assessment because the student’s ELAS or primary language has changed.

Student Responses

There was an error while entering student responses from a PPT for the CAASPP, for the Reading or Listening domain for the Initial ELPAC (applicable for all grade levels and grade spans), or for the Summative ELPAC (applicable for grades three through twelve).

Scores for Item Responses

There was an error while entering scores for the Writing or Speaking domain for the Summative ELPAC or the Initial ELPAC. (For computer-based assessments, this is applicable for the Speaking domain for all grade levels and grade spans; and for the Writing domain for the Initial ELPAC, this is applicable for kindergarten through grade two. For PPTs, this is applicable for grades three through twelve for the Summative ELPAC and for all grade levels and grade spans for the Initial ELPAC.)

Speaking Domain’s Student Responses (Initial ELPAC, for the DEI Only)

The test examiner did not score the student’s Speaking responses in real time and cannot determine scoring based on the information available.

Hand Scoring

Hand Scoring Issue (For the Initial ELPAC Only)

There was an error while entering scores for student responses for the Writing domain in the THSS.

Restoration of Test Access

Expired Test

The test expired or a student accidentally submitted a domain or a test prior to completion.

Test That Was Reset in Error

A student’s assessment was reset at the domain level or at the test level inadvertently or inappropriately because an LEA wrongly requested a Reset Appeal.

Administration Incident

Unanticipated Expiration

A student will not complete the test before it expires because of an unanticipated excused absence or unanticipated school closure.

Lost Logon Information

Student logon information was lost or missing.

Miscellaneous

ELPAC testing incidents that are not covered by the existing testing event scenarios in STAIRS need to be reported. To do so, the LEA ELPAC coordinator should contact the LEA’s assigned Success Agent.
