Security and Test Administration Incident Reporting System (STAIRS) Common Scenarios for Remote Testing

Testing Scenario

STAIRS Directions

A parent/guardian or another individual enters the room while the student is testing. The parent/guardian does not interact with the student.

No STAIRS case is needed.

A parent/guardian or another individual enters the room while the student is testing. The parent/guardian does interact with the student.

This is considered a breach.

If the test administrator or test examiner can confirm that the student’s interaction with the individual who was in the room during the test session was about the test content or has affected the student’s responses, submit a STAIRS cases using the “Validity Issue” incident type. This will result in the following:

  • An Invalidate Appeal for the CAASPP
  • An irregularity notation for the ELPAC on the student's Score Status tab in the student's profile in TOMS, and in the reports related to STAIRS

A parent/guardian or another individual assists the student with answering a test question.

This is considered a breach.

If the test administrator or examiner can confirm that the student’s interaction with the other individual who was in the room during the test session was about the test content or has affected the student’s responses, submit a STAIRS case using the “Validity Issue” incident type. This will result in the following:

  • An Invalidate Appeal for the CAASPP
  • An irregularity notation for the ELPAC on the student's Score Status tab in the student's profile in TOMS, and in the reports related to STAIRS

A student or another individual takes a picture of the student or the student’s computer monitor during testing.

This is considered a breach.

Ask the student or individual to delete the image while on camera. Then, pause the student’s test.

If the test administrator or examiner can confirm that the picture also captured secure material, submit a STAIRS case  using the “Exposing Secure Materials” incident type. This will result in the following:

  • An Invalidate Appeal for the CAASPP if the source of the breach is the student
  • An irregularity notation for the ELPAC on the student's Score Status tab in the student's profile in TOMS, and in the reports related to STAIRS

The student used an unauthorized device, application, or software during the testing.

This is considered a breach.

Ask the student to put the unauthorized device away. Then, pause the student’s test.

Submit a STAIRS case, using the “Student Cheating or Accessing Unauthorized Devices” incident type. This will result in the following:

  • An Invalidate Appeal for the CAASPP
  • An irregularity notation for the ELPAC on the student's Score Status tab in the student's profile in TOMS, and in the reports related to STAIRS

The student loses video during testing.

This is considered an impropriety.

Pause the test until video access has resumed.

If the test is the Smarter Balanced ELA and mathematics computer-adaptive test segment,, the CAST, or the ELPAC Reading or Listening domain, was paused for more than 20 minutes, and the student(s) need to return to previous items, submit a STAIRS case using the “Technical Issues” incident type. This will result in the following:

  • A Grade Period Extension Appeal for both CAASPP and ELPAC

The test administrator or examiner loses video during testing.

This is considered an impropriety.

The test administrator or examiner should pause the test until video access has resumed.

If the test is a non-PT CAASPP test, the CAST, or the ELPAC Reading or Listening domain, was paused for more than 20 minutes, and the student(s) need to return to previous items, submit a STAIRS case using the “Technical Issues” incident type. This will result in the following:

  • A Grace Period Extension Appeal for CAASPP and ELPAC

The student’s test expired. For example, the Smarter Balanced English Language Arts/Literacy and Mathematics Performance Task expires in 10 calendar days from the date the student starts the test.

This is considered an impropriety.

If the test needs to be reopened, submit a STAIRS case using the “Expired or Accidentally Submitted Test” incident type. This will result in the following:

  • A Re-Open Appeal for CAASPP and ELPAC

The test examiner did not witness the student destroying student answers to the K–2 ELPAC Writing Domain for ELPAC.

Submit a STAIRS case using the “Exposing Secure Materials” incident type. This will result in the following

  • A nonappealable STAIRS case for the ELPAC.

The wrong test administration option was selected, resulting in a student taking an in-person test with the remote or hybrid test administration option selected.

  • No STAIRS case is needed

The wrong test administration option was selected resulting in a student taking a remote test without video monitoring.

This is considered a breach.

Submit a STAIRS case using the “Administration Error” incident type. Indicate that “There was a failure to ensure administration and supervision of the assessment(s) by qualified, trained personnel.” This will result in the following

  • A nonappealable STAIRS case:

In addition, submit a STAIRS case using the “Validity Issue” incident type. Indicate that the “TA or TE provided a student with nonallowable materials or devices” and reference the STAIRS case number of the administration. This will result in the following:

  • A Reset or an Invalidate* Appeal for the CAASPP
  • A Reset or an Irregularity notation for the ELPAC on the student’s score record in TOMS
  • *If the student completed more than 10 computer adaptive test items or 1 performance task item, the STAIRS case will result in an Invalidate Appeal for the CAASPP.
